CAM Farms won't grow!

OK, so I've got them in my plugins folder, fire coverage, water supplied, a nearby park, enough regional industrial capacity, and high demand, but I can't seem to grow any farms beyond stage 3!  Anybody know of any mods that would cause this?  I don't have any of the inCAMpatible mods listed in the cleanitol file.


NOTE:  If the above post is just one sentence about some inconsistency, bug, or broken link, don't be offended.  I'm posting the info because I assumed it was some minor oversight and want to help you fix it, or I want the information to be available to others who are doing a search for the same problem.  Once the issue is resolved, moderators are encouraged to delete my post.

Stage 4 farms require a certain regional industrial capacity.
Make sure you've got your city connected to neighbouring cities where you've allowed ID, IM or IHT to grow.

Stage 4 farms also require water. Thus make sure you're supplying water wherever you want them to grow.
