I think the subject explains it all.  I've downloaded NAM and NWM btw

There's a TuLEP button in your road menu under the NWM pieces. Those are the ploppable/puzzle piece turning lanes. Also, road draggable turning lanes (if selected) are drawn the normal way (just draw a T or + intersection). Avenue draggable turning lanes only appear on + intersections.
