Demand is high but nobody moves in?

There's high demand for r$ r$$ r$$$ (around 18 000 to 24 000) and bit lower demand for commercials and industry. I've build residential areas with parks, schools etc. but still nothing is being build. Same for commercial and industrial areas. Why nothing happens?  ()what()

The CAM is following the Stage Caps -http://sc4devotion.com/forums/index.php?topic=3578.0  more rigidly than SC4 would.  It may be that your population wants a percentage of the highest stage available to be built.

For example, a Stage 1 community will become stagnant unless it receives a stage 2 building.  In my experience, that Stage 2 will grow in less time than expected (within the game month).

Hello,my friend!I'm a chinese player.I spoke English not very good.Please forgive me to set out my views generally. I've seen your question.Also,I've meet the problem as you did.What I've do is like this:There are 3 cities in the big map,and they are adjacent.One city is only used for developing R$,C$ and ID(use the tax rate),then in the other city,it is developing R$+R$$+CS$+CS$$+Co$$.And the last city,I prefer to develop onlt R$$$+CS$$$+CO$$$.When I has played some time,the first two cities has been developped(200000peoples to 400000peoples),the last city demand is high,but nobody moves in.Just like what you say.I've tried to change the tax rate of the last city,to make the R$+R$$...and others to develop.After some time,the R$$$ occur in other sectors after.I really don't know why it is different from the sc4 original edition.So,I sincere advice CAM designers,  whether the reasons for the design of plug-ins.Thanks very much. :)
