Rebuilding after hard crash

Well it finally happened.  After a few human years of building a couple city/regions (I think the oldest city was 230+ Sim years), there was a hard crash.  Can't even say a CTD - the game would only get as far as the initial graphic and then not load at all.  Never showed up in Task Manager; only the temp file not actual SimCity showed.  Can discuss indications leading up to crash in future.
My actual question is about rebuilding after re-install.  I had to download a new copy of SC4-deluxe from EA because misplaced Disc One of original (my original was SC4Deluxe/Rush Hour edition).  I moved my favorite old regions to a renamed folder on a separate hard drive as backup.  When I was ready to copy my original(s) back to the new region folders, I noticed both the C:/~/Region and My Documents/Region folders had "New City" files (New York, San Francisco, etc.).  It seems in the past when I had to rebuild, the "New City" file(s) were in only one of the region folders.  Is one region folder more favorable to use than other?

Thanks in advance,

I don't know to be honest, I never use the default regions (except for the tutorials when I played the game for the fist time), I mostly play regions from the LEX/STEX

The regions in the My Docs and Maxis folders are the same.  I have never deleted the ones in the Maxis folder, but I do delete them from My Docs.  Timbuktu moves itself in when the game is loaded though.

The game is actually played from the My Docs folder.. the install folder is a "backup" and will restore the original (unplayed) versions to the My Docs folder is the folder is missing from the My Docs folder. If you have a version in the My Docs folder, the install version remains unused..  the game is never played from the install folder in any case. If you wish you may remove them from the install folder to save HD space, but of course they wouldn't "transfer" on the occasion of their being missing in the My Docs folder. This is not of much importance as they are on the CD anyway if you should need them.
