R$ wont grow!

As im playing my main city for residential, not very big only about 30,000 people. I noticed that I have a huge demand for R$(23,000), but it doesn't grow, and I have no idea why. I already have everything that it needs, water, good education, parks and fire and police, but it just wont grow. So hopefully someone here could give me a little bit of help, and it is also my first time playing a region from scratch with CAM installed.

Have you installed the Census Repository Facility? It may be that you have all the necessaries for R$, but the population cap is reached?

You actually do not need education, parks, fire, police or any other amenity for R$ to grow. The only thing that comes to mind is power. Is power getting to your residential zones.

Oh my. I didn't read the question very good. But now I'm stumpped as to why R$ have stopped growing.

Yes, I have the Census Repository,and it says that im only like maybe 7% to the cap. They are getting power and everything. Actually what I mean't is that they wont like upgrade really, and they tend to stay at the really small houses.

Please get a screen grab of the census report and post. Your city will make for sense. If I read the question correctly, the concern is that R$ has great demand but they are not upgrading to stage 4,5,6 tenement style buildings?

yes that is correct, but im not sure how to take a picture showing the census screen. Nevermind I just downloaded the program and opened up my game and my game is all messed up, not becasue of the program. So I have to go and start a whole new region. :angrymore:

It says in the game's User's Manual that a city has to have a certain population before high density buildings appear. "$Deal"$ This also applies to both commercial and industrial buildings.
