Enabling UDI Off-Road Mode on Transit Network Tiles

Is it possible to enable UDI Off-Road Mode on transit network tiles?  For instance, NAM permits the off-road mode on its Pedestrian Mall tiles, but not on the GLR-in-Avenue tiles.  In addition, the RTMT bus stops don't permit the Off-Road Mode either.

What causes this discrepency?  Is it something that can be modified in the dat files or is it something hard-coded into the game?

To the best of my knowledge, it has to do with whether or not an item is 2D or 3D-based, and whether or not it has car paths on it.  If it's a 3D item (esp. puzzle pieces) and there are car paths, it appears to be a hardcoded limitation.
