Train and avenue bridge

Hi,

What am I doing wrong? Some pictures:

The Terrain:


The ground levels of the terrain are exactly the same. ( I made it in the god mode).
The Street and RHW bridges builds with no problems:




But I can't build avenue and train bridges at all.  I can't build train bridge all along the river, there's no good place to build it. When I try to build avenue or train bridge  the "wrong level" error appears.  I tried to rise the banks, in the god mode I leveled the terrain, but nothing helped.




What am I doing wrong?  Please help.

Delete the avenue and train tiles that you have laid and try again.  Sometimes the game is a little strange that way.  If that doesn't work can you try laying them down just off to the right or left of where are trying now.  Does it work there? 
Have you been able to lay them in the past and if so have you DL'd the NAM lately and did you do it correctly?

The train and avenue tiles you can see at pictures are just for illustration.
I tried to lay bridges in the other region and it works.  But in the city (and region!) showed on my pictures I can't lay train bridges at all. Doesn't matter what I'm doing: level the terrain, laying road bridge, delete it and trying to lay train bridge in the same place - it doesn't work at all.

I will try to reinstall NAM, maybe it will work.
