I went through all the dependencies, but when I place the SNM Naval Port, a majority rectangular block is just trees. I don't think I am missing anything, but what is actually supposed to fill that area.

I am sorry I don't have a quick answer.  :'(
"$Deal"$ If you could post a .jpg picture, (which needs to be hosted on a 3rd party site such as imageshack or alternates) it could help identifying a possible conflict a little easier.
Another caution is to read the various Readmes and ensure that your files are in the 'correct' order. Some files must load first, others must load last.
Hope we find a solution for you soon!

I think it is supposed to be mostly trees when you first plop it.  I'm in the process of researching the SDP seaports myself and creating a guide to all the seaports to hopefully help situations like this, but this isn't one I've fully tested yet.  Anyway, I do have all the SDP dependencies except the canals installed, and this is what my stage 1 SNM Seaport looks like:

If you've added dependencies since you plopped it, this one needs to be replopped to see if you got everything, it doesn't automatically show newly installed dependencies on an existing lot.

  Yes, yes.  $%Grinno$%
There are a 'few' things that 'up grade'. I am not familiar with the SNM ports, but I do have a selection of BSC (and collaborators) seaports/airports that upgrade once a 'capacity' is reached/satisfied. What is shown in your attached picture looks 'right' to me.  :satisfied:
May wind always fill your sails!

Everyone thanks for the advice. I wasn't aware of loading order issues, but my port when I placed it for testing looked like the one with the trees that was posted above.
