have a bad mayor rating, and don't fund any civic stuff.  There is also a mod on ST to assist

Honestly, in the 9 yrs of on and off playing the game, I never experimented with disasters at all.  I have always built, start over, built, start over and never played around with disasters.

Although the city I am currently doing I forgot to plop police and fire stations when I started and had a fire break out that took out a small chunk of my residential area(I didn't know it though as I had walked away from the computer and when I came back it was over and my advisor was chastising me for not using the dispatch button)
