... sounds like you have a bad case of 'downloaditis!  ;D
Fortunately there is quick remedy.

1.Remove all plugins from your C:\My Documents\SimCity 4\Plugins.
2. Read the 'Readme's' All quality plugins come with instructions. Read them. (IMHO (in my honest opinion), if the download doesn't have a readme/instructions, you might want to take a second thought about installing the plugin.)
3. After reading the readme, install as directed, paying attention to dependencies and conflicts. This will solve most common problems.

If you are still experiencing problems, a picture or two may help us diagnose your condition.  ;D
Please make sure your pictures are in jpg format...
... do not be afraid to post back, you'll find we are a helpful bunch!

Make sure Maxis vanilla runs OK.

I take it that the the CDT happens after the region is loaded and then immediately when the city opens up. One thing that comes to mind is that you may have a terrain controller and there are no resource files. Duplicate tree controllers will also cause a similar CTD. You can have one tree controller but not two.

I also think that it would be wise for you to put the plugins back in a little at a time. Break the process down into smaller more manageable chores. Maybe put 10 lots/bats in and run the game for an hour. Put 10 more in, repeat. Keep a pencil and paper at hand. You'll have an easier time finding a problem if you know what you recently did.

Files that can cause conflicts are usually documented as such e.g. BSC XPorts are not compatible with Peg's upgradable seaports. So read the documentation.

Good Luck
