BLS Housing 10x10 Euro Set BSC

Hello, I'm a newbie again after having last played this game about 4 years ago.

I started a new city and trying to grow the BLS housing 10x10 euro set bsc but it is not growing.  I've set the tileset to Euro only and made sure there's water and electricity.  It is for medium density. I've surrounded it with tiny 2x2 lots and they grow immediately but not the 10x10. 

am I missing something??

Seems like you have the basics. Zone medium density - euro tile set - I do not have this in my plugins so I don't have any experience. I'm thinking it may take a while before residential demand is high enough. I think I'd keep working on my city. Maybe zone 1X3 lots at first. Then re-zone the block 10X10 once a few medium density apartments appear in the desired location.

I have found that 10x10 lots tend to not grow until the city has a population of around 20K+ and those specific lots require huge demand for that wealth(in this case R$$).

What I tend to do is simply zone for those lots and continue building the city up surrounding them, and eventually they grow, but it takes time to get the proper requirements

Basically what jmyers posted is what you need to do, zone other sizes  surrounding it to boost the demand for the level of housing.
