Zoning with CTRL not working for Industrial

In game, try to zone with I-AG, I-MD, and I-HD, while holding down the CTRL, ALT, or SHIFT key (each individually). None of them work. I've tried uninstalling and reinstalling the game, removing all of my mods, removing custom regions. Nothing seems to work. Any help? Thanks!

This actually happened to me last week, it wouldn't work for a while, but after switching to a different keyboard, though the old one's keys still worked, seemed to of fixed the issue. I suppose it's similar to the glitch some have reported where speakers or some sort of audio device must be plugged in to get the game to run.

How about Res and Comm?  What do you expect to see when you hold these keys down while zoning industry.
