SC4 with CAM "too easy" (or is it a bug)?

Dear supporters,

i did a fresh install of Simcity 4 deluxe not long ago, playing with vanilla version for a while with great fun.
As usual with games, i soon feel the urge to see what the community has made for a game, and i came acress CAM and NAM.   &apls

I did quite a standard installation of those, with the basic packages for the lots, not much more modding (opera bugfix, higher capacity hospitals) besides that, and NO old stuff that might disturb the installation.
And i started a new region to make sure everythings goes well.

"Problem" now is that the game seems to be much more easy than vanilla ... i'm able to stabilize the financial situation in a vanilla game after some while, but this time with CAM i didn't get into financial trouble at all (no loans, no rocket base, etc. necessary).
Instead, i'm earning lots of money almost from the beginning, mayor rating is at 100, health and education very very high ... and i only have one city in the whole region yet - it has about 400.000 inhabitants at the moment, and I'm earning 15.000$ a month, having 20 million in reserve ...
What bugs me is that request for green zones is low, while commercial and industrial are extremely high (especially commercial, i'm having almost 50% of the zones commercial). Still if i zone new residentials, they grow like crazy too.  The 9+ lots seem to come in the right moment, not too early.

so: if i want to do a perfect city, situation is great ... but it feels just way to easy (i started the city with medium difficulty, but even going to hard wouldn't get me into real troube here).

Is it a bug i'm experiencing?
