i'm currently working on a large city within my region and i'm having an issue with agricultural demand. the cities around this one particular tile all have agricultural demand but for some reason, this one city has 0 demand for agriculture. i am using SPAM as well as a whole bunch of MTP stuff in this city so i'm just wondering if there are any mods that are known to cause issues with farms.

I dropped a checklist for you at SimPeg4, where you also posted this question.
SPAM masterminds will propably be able to give some more answers, if none of that pulls trough.

Edit: As a more general note, SPAM does not play nicely with demand related mods. Those should be avoided, when playing with it. SPAM can play nicely with CAM - mods are not fully compatible -, but that requires a unique playing style and a bit better understanding about how these two different mods affect the game and demands.

All demand is regional. So a farm city may have low demand because it is connected to other cities that also have low demand. You can grow a farm city in a well developed region if you do not connect it to any neighbor city at the start of development. Connecting later on when you have your farmland built up the way you like.

R$ sims love to work on farms, I-D and CS$. Develop a city that encourages R$ to move in. No schools, police, parks, etc.

That's about all I can add without knowing more about your region and city. Good Luck

Like Jmyers said, R$ sims like to work there, but R$$ and R$$ sims don't like it as much, so if you have a large R$$ and R$$$ population, then your agricultural demand will go down and there is no real way to get it back easily. I too used to get it even before I started using custom farms and SPAM.

Also, i wouldn't recommend using both SPAM and MTP farms together at once. ;)

Hope this and those other answers help you with the problem. :)

But I now see that I should have read the original question better. The SPAM changes the 'rules' a bit. R$$ and R$$$ Sims are now supposed to pick broccoli. I don't use the SPAM .. I relotted the Peg farms so that they were a good fit in my game.

Questions about SPAM farming should be asked at SimPeg.

SPAM and BSC farms work OK ... I can't imagine a scenario where the gamer has to choose one or other but not both. The CAM and SPAM will not crash the game but don't come asking 'why will my CO$$$ not do this or that' if you have both installed as I don't know positively the interaction between the two mods.
