Make mountains in Terraformer

I made a region normally. I opened it in Terraformer to make mountains where the grid lines meet. When I click on make mountains and go to raise the area near the grid lines up, it rises when i hold down the mouse but when i let go it pops back to normal, aka exactly the same as when i loaded it on terraformer. How do i make mountain or any changes using terraformer?

Make sure you don't have the cities you want to edit protected when you start up Terraformer. I'm not sure that that's your problem, but it sounds about right.

When you load up Terraformer, after you pick your region, you'll get a screen that shows you the region config, and below that is a long list of each city, with checkboxes next to it. Anything with a check in the box will be protected and you won't be able to edit it, so make sure the cities you want to edit are unchecked.
