Industrial lots don't show up.

I installed Cam and all required packages. Residential and Commercial areas are already building new large buildings, but Industrial area doesn't grow anything new, all the buildings are still stage 3.  Industrial demand is high. What could I be missing?

Firstly, the CAM doesn't have any required packages. Only the CAM starter packs do, and they aren't required for the mod to function properly.

Secondly, while the CAM does move some existing MAXIS buildings into different stages, this post by Tarkus should illustrate that the CAM isn't designed to give you a giant metropolis, but to allow for a more balanced game. If you don't have the demand for stage 4 industrials, then they won't grow, simple as that.

Also, if you do have demand and the larger stuff isn't growing, then I suggest you do an industrial power search on the LEX (or just a search for CAM industrials on the STEX tags) and see what comes up. Chances are you'll find something sooner or later, and it'll probably be sooner.

However, to reiterate, the CAM does not make large cities grow overnight! In fact, when properly installed, it might make such cities harder to grow if you don't provide all of the factors necessary like (health, education,) safety, and utilities.
Experience is something you don't get until just after you need it.

You mean I should download some particular building models for those to grow? Is there any place i could download a bunch in a single file?

Unfortunately, no. Not from any reliable source, unless you want to try the CAM industry starter packs (from the LEX), which are good (though old, with some buildings missing working links to their models), but like I said, you need the demand for the larger buildings before they'll grow.

The advantage of individual downloads, however, is that you are in control and can organize your plugins folder as well to make finding stuff much easier (when it comes to sourcing outdated plugins or removing unwanted files).
Experience is something you don't get until just after you need it.

Also going to add when building IND lots that are 4th stage or higher in the CAM, in most cases you need to raise the surrounding area land value for the buildings to start growing. As the building value of the extended lots is higher due to stretching of the stages. This is true with all the types of new higher stage buildings in the Cam

I often  end up using flower garden park even in Dirty IND section of town for them to start growing.
