Trying my hand at Functional Landmarks: Lot problems

I'm trying to convert the Burj Dubai Landmark lot into a functional landmark, Even though I've had previous success turning the Launch Arco landmark into a HT ploppable I keep coming up against a brick wall with this project.

For some reason my lot goes through the motions of building and the query window shows the capacity satisfied exemplars have worked  but the props don't show up when construction is completed. Because the Burj is very tall instead of a building it is made up of a number of props on top of a tiny building placeholder.

Does anyone know which exemplar I've messed up? I'm using SC4Tool to try to find out where I went wrong by comparing similar buildings and their values but I am stumped.

I've attached the image below to give an idea of the problem. The blank lots are two separate attempts to create a functional Burj.

I cannot help you with SC4Tool.
This is the way I make a Functional Landmark:

I open SC4-Pim
In the list of models I select the model I'd like to be the building of my new lot.
I drag this model onto the list of available building types: building/ploppable/landmark/landmark withjobs.
A building exemplar is created.
Now I select "make a ploppable lot with this building", or whatever exactly it is called.
I select the desired lot size and the lot is created.
Now I open the lot editor of SC4-Pim and I add all other desired props and textures.
Save.
Ready.

I hope this helps you.

If you are not familiar with SC4-Pim I advise you to read the readme and experiment some. Once you get the hang of it you hardly use other editors anymore.
