Need Help following Dedgrens Square Map Tutorial

Please help.  I have not yet succeeded in making a square map.

1. saved image from Region Census program is 2986 x 1844  (c.p. Plymouth map)
2. opened saved image in GIMP and resized to 2000 x 2000.
                     ***unlocked aspect ratio, set to 150 ppi, etc, etc
                     ***Image Menu --> Scale Image
3.  rotated image -22.5
                     ***Tools Menu --> Transform Tools --> Rotate

Here is what I always end up with.  *sad*


the sides are not vertical the the top and bottom are not horizontal.  Any suggestions as to how to do this?

For those unfamiliar, this is the tutorial at hand. And like you, Greenbelt, I too got a far from perfect rectangle when following the steps precisely. My reasoning why is Davids measures and angles work only for that specific region, which happens to be a square to begin with. However, every region has different dimensions and length-width ratio so, long story short, you'll need to do a bit of trial and error. The steps outlined are correct, just fiddle with the rate of compression and rotation angle (iirrc I ended up with ~ 75% and ~26 degree).
