Phantom Slider Bug, know the problem yet don't have a solution.

Hello everyone,

I managed to get the phantom slider bug, stupid me. Normally I know how to fix it or so I thought, this time I don't.

It all started with MrTruesage's Power Pack that you can get from STEX. So I downloaded and installed it, without removing all my power utilities first :/
then I was not happy with the values (too cheaty) but happy with the bigger plants (it's all about the looks right? ;)).
So I modified the values ... all without removing all my power utilities first :/
shame on me twice. Since the power pack modifies the original maxis building values sooner or later I ran into the phantom slider bug.

Yeah no problem I thought, bulldoze all your powerplants, put your city on highest speed for a month or two, watch the exodus. save and reopen the city, bring the power plants back online and on it goes (moneycheat was necessary here). Problem is only, stupid me removed whatever plant, no idea which version it was. so I forgot to restore the previous state of the plants, before bulldozing.

Now I have no plants in the city, but the slider bug persists.
One interesting note, I have 0 windmills in my city that cost me 0$ and are still explicitly mentioned in the utilities budget. All other entries of plants were removed from the budget once I bulldozed them. So I think that this old windmill is maybe still in the savegame.

I tried the following:
Remove all power plants from the city,
restore Maxis defaults, build windmill, save & exit, destroy windmill, save & exit.
restore mrtruesage values, build windmill, etc.
same with my values.

Any more ideas how to remove the problem and save the city?
