Why no Bank of China growth with CAM

Playing for a long time, but the first question here.
CAM contains several buildings, such as Bank of China, Empire, Bank of America, eg.
But I found some of them are easy to grow, others are hard.
I've got Coit everywhere, but I couldn't get Bank of China to grow no matter how much effort.
These buildings are gs 13 or 14, but my gs 15 buildings(PVM, WTC ,eg.) grow all around.
What's the reason? What's the growth frequency of these dam buildings?
