Help and Tips on Realistic Map Locations

I've been interested for a while I using Realistic 1:1 ratio maps from Victoria (Mostly Melbourne).
I have come across a map from Simtropolis. While it was close to realism, it was 100%, due to the riverside having cliffs all the way inland.

I would like to try again with finding accurate scale maps and allow for plopable water, so I don't have to worry about deep cliffs, considering the Yarra River has a mini waterful upstream and is above sea level.

I have come across terrain.party, but the heightmap quaility was quite low res with the waters edge, I threw it in the trash.

Where can I get the ball rolling for this?

If you want to create a high quality map in the style of dobdriver, I recommend his tutorial.

Thanks for the response!
My only concern now is finding and converting data provided by the Victorian Government. They hold the elevation data, and I'm not sure if the formats they provide are suitable enough to convert into usable images...

Well, I've managed to have a go downloading some DEM terrain data. Using QGIS to view it, I can start to see some descrepencies. Looks like they have been measuring the heights of the bridges and roads, along with the land.

Will be hard to tell from this screenshot, but in hopes to make this into a map usable for SimCity, I need to fetch more maps. Find the 0 meter mark, connect broken lines (and there are a lot of them in this map alone) and create a height map.
