News:

The SC4 Devotion Forums are no longer active, but remain online in an archived, read-only "museum" state.  It is not possible for regular members to post or use the private messaging system, and no technical support will be provided for any issues pertaining to the forums in their current state.  Attachments (those that still work) are accessible without login.

The LEX has been replaced with SC4Evermore (SC4E), and SC4E maintains an active Discord server.  For traditional forums, we recommend Simtropolis.

This cannot be done to the best of my knowledge. It is a limitation of the EXE. The EXE requires all border connections for networks to have two-way traffic for commuting calculations and pathfinding purposes. Power lines and water pipes seem to be exempt from this rule, despite they are defined as networks.

There is a possible workaround, though. The NAM allows roads and oneway roads to connect inline with each other, within 1 tile. So you could fake the oneway road connections at the border by leaving one tile of a road connection at the border's edge and then connect the oneway road to that.

I do this all the time, especially since I use frontage roads with my highways. It's not exactly the same, but it does the job.
After a long absence, I'm back! And I will be starting a new MD soon.
