I've been playing SC4 since it came out but one thing has always eluded me...should a region be consider a town or more like a county or state? Ive never grown a large city despite my persistent trying and I think it all comes down to the fact that after all these years I still don't understand regions. Any insight into this would be very appreciated as I would like to at least once see some skyscrapers. Sorry to ask so basic a question but I've admired most of the folks that have gathered here for a long time and it seems you guys won't poke too much fun at my ignorance in this matter. ;) Thank you for your time to all who read and reply.

the actual game simulator plays more like the region is 1 giant city, and the individual cities are more like wards of this city, that you get to play the mayor of, one at a time. The more you play the cities and cycle through the cities, the more interaction you will have between cities, Unlike the older version simcity games where you played 1 city and the computer played the surrounding areas, you now get to play the surrounding area as well. which has major impact on what kind of cites you can build. Does have 1 major draw back, til you play the surrounding cities theres very little interaction.

When cities in a region are connected , they will share comuters, traffic, and demand. this will allows cities to help each other grow, and allow for specialized cities (eg all IND or farming comunity, or power and garbage disposal etc etc)

As the cities and region  grow in population you will develope taller skyscrapers as time goes bye and the region and cities grow(, too many other variables to mention)

Now it is possible you could view your region as a nation (or several) with different cities in it. some ppl play on small region maps (some played on a region that only had 1 city in it), others on huge continet size ones whith hundreds of cities.

Really depends on your playing style and what you think would be fun to achieve with your city, (region or nation)

some ppl have played multiplayer games as co-op cities and/or rivials

use of custom content and mods can radically change the way you would play a region

Thank you Indisguise for your reply. I guess I should have mentioned I usually play smaller regions( 4x4 medium city tiles) and I'm NAMed and CAMed( CAM made the game hard again, never had a riot till I installed that..I love it) and I'm a SimGoober addict...I think I have everything hes ever uploaded. I think I now understand why I couldn't figure out how to think of a region....its whatever I decide it should be. Maybe for seeing some skyscrapers I need to play a larger region. Once again I thank you, may the forces of evil get lost if ever on the way to your house.

I think of it as the metro area for a major city, with each of the tiles representing either a suburb or a neighborhood of the big city.
