Sorry to bump this thread up again, but my question in regards to this was that if we do get this new copy and install it, do we have to install ALL our plugins or can we just copy the plugin folder over toward the new SC4 installation? For example, with NAM; NAM's installation is probably more than just a simple extract to plugins folder, right? Would you have to install big plugins over again?

Nope, you don't have to reinstall any plugins.

Just copy/move your plugins in the C:\Program Files\Maxis\SimCity 4 Deluxe\Plugins folder to C:\Program Files\Steam\steamapps\common\simcity 4 deluxe\Plugins.  You don't have to move anything in My Documents.
