Region Tiles are all small or medium - no large city

I'm wondering if anyone can help with this problem.  I would like to create a new region at game start.  So I click create new region, give it a name and click "create".  The problem is when the new region appears it's all medium and small cities, no place to create a large city.  Does anyone know how to solve this problem?

SimCity draws city boundaries randomly. Some regions will have no large cities, and others will have a few. Just make a new region.

If you want to create a region with custom city sizes, you have to create a config.bmp yourself. The SC4 Startup Manager has an integrated config.bmp editor, if you don't want to do it manually: http://kurier.simcityplaza.de/details.php?file=311 Please refer to the help file that comes with the program, it explains how to use that feature.
