Coit Tower

I use a blocker Maxis building.
The tower is growing all the time.
Only one building Maxis growing,This drives me crazy
Sometimes destroy it 10 times.
In 10 demolition,8 times grows Coit Tower,2 times a different building.
This building to me sometimes destroys the idea of creating a town.
How can it be removed?
