Disappearing city

I have the following problem:

The game froze while saving, and I was thus forced to terminate the process in task manager.

After opening the region up this morning I noticed the city tile disappeared completely, the same way it does when regions lack certain tiles for saving space (like water tiles). I can just see the grid underneath. It still sees the city and the neighbour connections it makes, but does not allow me to load it.

I've tried importing it and the problem goes to the next tile.

I've put quite some work in the city and would like it back if possible. Has anyone else experienced this problem and knows the solution?
