Hmm is it possible to have a bat created by a person act as both a subway and a water tower at the same time   i belive it must be modded but it would be very cool for the project im working on since the building is a Subway and water hubb also many other projects could use this too

It should be possible.
Probably easier to create the building as a water tower first, then add properties required for it to become a subway station afterwards (either by Reader, but maybe possible also with LEProp).

The properties you need to check are:

Query Exemplar GUID - you probably want to create your own query that includes both water tower data and subway station data.
Catalog Capacity - should be the same as Transit Switch Traffic Capacity (see below).
OccupantGroups - Add Building:Transportation, Building:Subway, Building:StrikableTransit and Building:MiscTransit (the last one for menu position if needed).
Transit Switch Point - Outside-To-Inside,Walk,Subway, Inside-To-Outside,Subway,Walk, Outside-To-Inside,Walk,Walk, and Inside-To-Outside,Walk,Walk
Transit Switch Entry Cost - 0.05 for Maxis saubway station, 0.00 for most custom made ones.
Transit Switch Traffic Capacity - subway station capacity

All Budget Item properties should probably be left as they were for the water tower, since the cost for water production is probably larger than the that of a subway station.
