An agricultural region with ploppable landmarks

This is a question that is not really limited to CAM issues, but CAM is important in it so here I go.

I want to develop a mostly rural region with large agricutural areas. This region has to resemble the Dutch landscape. For that I am working on a set of windmill lots (see my lot thread). I decided to make these lots ploppable and give them some jobs.
As far as I understand the game works like this:
1. Agricultural development works only if I have no education.
2. If there is no education the sims will only work in I-R and some CS$.
3. If I want my windmills to have jobs, these jobs must be IR, because otherwise there will nobody be smart enough to work there.
Are these assumptions true?

Lowkee brought my attention to the problem that IR lots will get abandoned when there is too much traffic on the road.
Is that also true?

And now my question:
Is it smart to give my landmarks IR jobs? Or would it be wiser to make them ID, IM, CS$, or shall I renounce of/from (how do you say in English?) jobs completely and make them eye candy?

I know R$ sims with no education work in ID, I-R, and CS$. and you can have a little education (I think less than 50) to keep driving agriculture

I'd say you'd have to give them IR jobs to keep them realistic if you wanted to. However, I suppose windmills usually produce/manufacture flour from grain, so you could say they are technically IM. In fact, give them IM, but don't make the jobs too big, like 20 max, or give them the same amount of jobs as the smallest IM factory (jobwise) Maxis has?

Or you could make them Eyecandy. The correct English would be to "remove the jobs completely" :)

EDIT: I forgot to say why IM would be a good choice. My reasoning is that if/when the city they are in or neighboring cities get big, in terms of residents and education, IM will still have a demand from the R$$ residents, at least until they get too educated, however, they will still go to some IM jobs if I remember correctly. So your lots will almost always be in demand, and won't abandon due to too much traffic! (that was always a silly thing in my mind, TBH)
