Traffic disappearing from roads and not returning

Whenever I redraw a road (to upgrade it, for example), the traffic that was on that road never returns, even if I wait a year or more. Is there something that will fix it?

Do you have the NAM (Network Addon Mod) 29? If you don't this may be the problem. Commuter pathfinding is one of the major weaknesses of SimCity, there is an article over at the Simtropolis Omnibus that might answer some of your questions. If you DO have the NAM, it may be just that the traffic simulator you selected during installation is of lower capacity. Use the route query tool on the network in question. Are sims using it? Sometimes sims will use it but cars won't show. I hope this helps!
