Ambulance and School Bus Funding being reset to 0

My game has developed an odd problem. I noticed that the funding for ambulances and school buses was set to zero everywhere, so I went to the budget tab and went to the Health & Education menu, where the ambulances and school bus funding was set to 0. I set it to maximum, but it went back to 0 after about a game-month. I tried setting it to maximum again, but the same thing happens.
Does anyone know what is causing this or how to solve it?

Hi Thornyjohny... sounds like you are suffering  from the "Phantom Slider Bug"... there's some info somewhere around here...

There are two ways to remedy this...

1. Bulldoze all schools that have been plopped after you installed the mod that changed the monthly funding for those schools. Then save the city, remove the mod and restart your city. This option naturally requires that you know what mod you've installed, which schools have been modded by it and which of those you have plopped after installing that mod.

2. Bulldoze all school of that type in your city. If the school having a funding going down is an elementary school, you need to bulldoze all elementary schools in that city. If it's a high school, then you need to bulldoze all high schools, and so on... Save the city after you've bulldozed all school, exit the game and re-enter.

Oh dear.
My elementary schools, high schools, and hospitals have contracted this unfortunate disease.
So I have to demolish all of those, save the city, and then build them all again?

Yes.

I had some poorly modded, unrealistic lots that hit this bug AND wouldn't remove themselves from the system. I had to actually get rid of the city.
