Underbridge road/rail?

I've been looking around for this but can't seem to find it anywhere. What I am looking for is a mod so I can build roads, railways etc under bridges that go over a river or anything of the sort. Eg. if you have a highway bridge over a large valley, I would still like to be able to construct roads through the valley, under the bridge. I'm not entirely sure if there is such a mod, but as I found this issue one that was probably quite common I thought I might as well ask.

There are methods using Subway (The only traffic-carrying network that can pass under a bridge because they don't follow conventional network rules) or tunnels (They don't follow conventional network rules), but there are no mods which allow you to drag roads under bridges.

I see, but are there any mods which allow me to place the roads individually (so no dragging), as for example in this seawalls mod: http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=114

Furthermore, if there are options which require using subways, how do I get the appearance of roads under the bridges? So I mean, there won't be any traffic on the road then because they "use" the subway, but there should be the appearance of a road.
