PIMX - NewPropteries XML and CAM - Stage Density Limits

PIMX uses the capacity of the building and the lot size to determine what stage the lot will be.  The table in CAM - Stage Density Limits and Stage CAPs seems to either have been written before PIMX, or isn't updated to the latest NewPropertiesXML.  I figure since we use PIMX to make CAMlots, the table should match PIMX stats.  Note the location of Commerical Offices and Services in the table, that's the order in the XML.

Example useage: If you were to have a CS$ with 107 capacity, it would be a stage 8 on a 1x1 lot.  PIMX rounds down, a 1x2 lot of the same building is 53 per tile, making a stage 4 lot.  (a CS$ with 108 jobs on a 1x2 lot is a stage 5).
