Water Problem (import)

Good day everyone,

I have a City of approximately 200K people where al Power and water is imported. The water is imported from the south tile, where it is 'produced' and from the east tile, which imports the water from another city

Utility City>Import City>City in question<Utility city

whereby the water is produced in the utility cities.
now, my actual problem is that although the graph says i have more than enough (150%) water, the water only reaches 4/5 tiles from the pipe, while this normal is 6 tiles. a lot of buildings are starting to dilapidate. Does anyone know what is going on?
