Problem with terrain mod texture

Hello and apologies if this is wrong section, feel free to move

Here's my problem: I made a very simple terrain mod, following Lowkee33's tutorial. It uses only one texture applied to all rows and colums of the TRopical map. The texture used is a base (not terrain) texture found in simcity2.dat

The terrain mod is functional but there is a quirk, it does display the texture differently from grass lots using the exact same textures (ID 252B2000)

These are similar but as you see the render make them quite different. So I was wondering, maybe something has to be tweaked in the INI file or the exemplar to make it look more like the texture of the grass lots? Or is this unavoidable?

Terrain textures recieve a ceratin amount of brightening from the "sun".  You can remove this quality via Reader, or simply alter the base textures to match what you see in-game.
