How to create stage 6 and 7 Farm lots?

The title says it all: how can I create a Stage 6 and a Stage 7 farm, IR, Lot?
They exist, so it's possible.

Usually the size of the building and the filling degree determine the stage of a lot. From stage 1 up to 5 this works like I expected. So I just raised the number of jobs (by giving in a excessively high filling degree, just for testing). I got a lot with about a thousand jobs. Excessive, but still stage 5 was advised. I could select stage 6, but no 7.
Apparently this is not the way to go.

Who can tell me how to do this properly? I guess I need Reader?
