It's either too flat or too mountainous. There's no middle ground. There either needs to be a faster and stronger smooth tool or a less extreme hill tool. The only other option is to make it completely flat...

Also, in case you're wondering, I'm doing this to test a map for a possible MD I might do eventually(it'll be a long way off though; I'm waiting for the new NAM)
