Game Startup Problems

Hello,  Seeing this is the only place I trust for asking questions. I came back top post here. (though I never post any place else anyways)  lol  but here it goes..

I have been playing SC4D for years.  adding as much as i can to make the game more flexible.  and always had a backup in case the laptop crashed.  well it did, and this time also took out my back-up hard drive. (thanks to a crap virus that my AV did not catch through by browser)  but in any case.  here is the thing.  If I remember correctly, I seen somewhere a long code that you use a a startup bat file for the game.  eg- open notepad, paste code, save as a startup bat file to play the game)  it did something that made the game load faster, not to mention prevent a crash of the game.  Does anyone know of this code? or heard of it before?

Also, second,  what causes the game to NOT go into a city, even if it is a fresh city,  or a pre built maxis city?  and is there a way to sort out the plugin folder to get the flippen game to work, WITHOUT taking out all the folders, and then putting them back folder by folder till it crash's??    maybe a program that does that?  sort of like The SIms 1 had,  sort of like a file cop that tells you that there are hacks that dont work well together.  I know a lot of SimPeg stuff dont like 90% of what others make.  which sort of kills me.  but who am I to argue with tradition.  LOL  then again I am a over 50 fart who think that things should simplify to install and correct. though others say I think too old.  LOL.

can anyone help me with this?  besides being annoyed with the laptop crash,  and then spending 2 days clicking on zip files, then exe files, and zip warning files 2 times per zip file.  my flippen fingers and poor mouse feel dead.

ok found the extra string to add before the path to SC4D, to help stop the crash if you have dual processors.. 

"C:\Program Files (x86)\Maxis\SimCity 4 Deluxe\SimCity 4.exe" \ -intro:off -CPUcount:1

this code stops the game from using 2 processors, which i found works well, after i start to use this, no more crash's to desktop ever again.  now just need to find the other answer to my questions... :)
