Now to answer your question, which sounds like you are searching for the Dark Night mod, you have two or three I don't remember. One by Gizmo, one by Simfox and another one I don't recall.
As I can't find neither Gizmo's or the third one, I can give you a link to Simfox's Day N Nite mod. [link]

To pick up the pieces after art  Gizmo's day/night mod is on his site and for the third one; he might be thinking about mashty's mod
