Merging the Different Canal-Sets

An Idea I had today while doing some experiments with the well known Dutch-Style Canal-Set from oppie:

Would it theoretically be possible, to merge the different Canal-Sets (oppie, Brick-Canal, Arabian-Canals, PEG's and so on) into one large Megapack?
As far as I can see, the Water-Colours would have to be adjusted and we would need Connector-Pieces (Overflows or Locks) to simulate transitions between the different "Water-Levels" used in the different sets. But since I'm just a mere player and never created any Custom-Content myself, I could oversee some important things of course.
Any thoughts from the Pro's of this board?

The problem is that you'd need the original 3D model files (for GMax or whatever other program) and most of those were never released and remain the intellectual property of the respective creators.

They'd have to make the files available and give their consent, and I can assure you acquiring that would not be an easy task.
