can someone help me find a mod to change the look of the regional transportation view? preferably one that shows RHW. thanks!

None of the above show the RHW....  Reason being we cannot find a way of making it visible after looking into the files multiple times.  It probably wont happen because MAXIS new finished the "ANT" and that is what the RHW is built from.
