Can someone help me.I download the WTC from BSC And there are no buildings.the buildings are all in somthin like a packet.please help me.

You have not downloaded the dependencies which are listed in the download description and the Readme:

BSC Textures Vol01

WTC Prop Pack 1 The Plaza Base

WTC Prop Pack 2 The Twin Towers

WTC Prop Pack 3 The Plaza Buildings

WTC Prop Pack 4 The Small Props

BSC MEGA Props - SG Vol 01

i download all that and nothings hapend.maybe i must have simcity deluxe or rush hour?

Yes you do need to have Rush Hour or Deluxe for any of the custom content that has BATs to work.
