Garbage utilities parameters: confusing

Hi all. I don't knwo if I'm asking something for which there is already a tutorial, in that case I apologize.

I'm still making order among my plug-ins before using datpacker and I've seen that there are lots that have a complteley different effect and costs, so I have tried to change their propieties to turn all lots into valid options for different situations.
My problem is that there are too many parameters and I'm a bit confused.

Also, I have tred to make an experiment. I have destroyed all sanitation facilities in 2 cities, the first one has only industrial lots (many of them are dirty) and the other one that has only commercial/residential areas.
With my surprice, I have seen that the RECYCLING plants - that can only recycle - have no effects in the industrial city, but are effective only in the "urban" one. Instead, the ones that "burn" garbage, with the "waste to energy" voice in the lot tree, are effective everywere.

As result, the ones that can both recycle and burn are the most effective in keeping under controll the total garbage pollution.

I'm also very confused because I have a lot called "Ministry of garbage" that is very good to understand how garbage is produced, but it gives me 3 times the values listed in the lot proprieties, under the "Building" trees. EG, if there is written max capacity 25.000, then the MoG claims that the facility is working for 625 tons. But it is not so important...

So, as far as I've understood it, there are 4 ways to reduce garbage:
1 - landfill
2 - waste to energy
3 - recycling
4 - using the "pollution at center" voice and setting a negative number, with a good radius.

What I don't understand are the "vioces" in the lot tree that are related to each single way to reduce garbage.
What voices do I have in order to obtain a waste-to-energy facility?
And what voices do I need to have a "recycling" facility that, eg, serves 50.000 Sims and recicles 100% of received garbage?

1. The properties for landfills are set in the Landfill Developer exemplar, and shouldn't be changed other than if you want to create a landfill mod.

2. A Waste to Energy plant is basically modded as a power plant, with the property Power Plant Type given the number 8.
Open the in-game W2E plant in LE and save it to create is dat file that you can take a look at in Reader.
Note especially the property Waste to energy monthly Capacity which is unique for the W2E plant.

3. Do the same with the Recycling Center, save the in-game one in LE and check the dat file in Reader.
There are two properties that are unique for the Recycling Center; Recycling center population served and Recycling center percent reduction.
Giving those properties values of 50,000 and 100 would render what you're asking for.
