Transit Editor Problem

I am attempting to create a LOT that includes a four tile long stretch of avenue. However, I cannot figure out how to use SC4 Tool's Transit Editor to transit enable the avenue. I've tried several different permutations of the direction the arrows are pointing in, each one resulting in me being unable to drag the avenue through and connect the LOT.

I'm sure its very simple, however I'm stumped, can anyone lend me their insight?

I just tested transit-enabling a lot for avenues and got it to work. Here's a screenshot of my lot in the SC4 Tool:



The way this is set up depends on which directions you want your avenue to travel. If you want a north-south avenue, follow the diagram above.
If you want an east-west avenue, click the circle next to the number 2 on my screenshot. Then change the avenue directions on the "compass". All you have to do is click and drag the avenue icon to the desired location(s) and you're set. Let me know if this works for you.
