I am looking for Census repository facility last version (3).

The Census Repository Version 3, created by RippleJet, can be found here on the LEX (as you specified).

I assume you are having trouble downloading mods and lots from the LEX. You have to register seperately in order to be able to download. You can find a walk-through on registering to the LEX here.
