multi-layered highway

Is it possible to create a multi-Highway in NAM and transit enabled?




   
These are only 2 levels but I would like to build a similar highway in the city of Shanghai as a3 or 4 to 5 levels running through the city center

I remember Fukuda started to work on something like that a while back.

I've also experimented with a prototype Double-Decker RHW as well.  The main problem facing any sort of double-decker road/highway network is the fact that the game's capacity calculation works on a per-tile basis, so a double-decker network would effectively have the same capacity as a single-decker network.

I have actually come up with a possible workaround to this capacity issue, but it'll require some more experimentation before I can definitively tell whether or not it works.
