Yes. Go into the You drive it mode thingy and the icons should have a button to be switched off.

Well, it's not a city just yet, but it's in the planning stages:

The odd combination of avenues and roads near the end of the railway tracks will become a station.

As you can see in the following picture, East Newport has evolved quite a bit since October 17th - some small changes have been made to the general traffic layout - and of course - the city has developed into a town home to 27k happy sims. However, the station hasn't been built yet - which is causing some traffic congestion in Simulator A Hard...
