I decided to sticky this for easy reference.

Okay, so this game's pretty simple.  Two members of SC4D put up pictures, and then members vote on which one they like better.  Whichever one gets the most votes gets to move on to the next round, where it will be put up against another picture and the process repeats.  If a picture wins three consecutive times, then it's placed in the prestigious Hall of Fame and two more pictures go up for challenge. That's it!...well, not quite.  %wrd

Challenge
It's first come, first serve here.  The first two pictures that are put up are the ones that'll be voted on (and no "I call next round").  First one to get eight votes* in its favor, or the one with the most votes after 24 hours* (starting when the second picture is posted) goes on to the next round, where the very next picture up will be its challenger.  If it wins three rounds in a row, it's inducted into the Hall of Fame, and the next two pictures up will go head to head.  If your picture loses, it can't be posted up again until at least five entire pages has passed (not five pages worth of posts, but five whole pages devoid of that picture).  You also can't post up a different picture to challenge one you lost to.   If you wish to challenge, just be the first to post up a picture, and be sure to quote the picture you're challenging to make it convenient for everyone.  Be sure that the picture is actually the one you wish to challenge with, because once the first vote has been cast, the pictures cannot be substituted or edited.

*Note: If, after 24 hours, there is a tie in the votes, the very next vote will decide the round.

Voting
You can only vote once per round, and the member who posted the pictures can't vote that round.  When you vote, make it clear which picture you vote for (picture one, [Insert Name Here]'s picture, etc.).  You don't have to give a reason as to why you chose the one you did, but you can (and I'm sure the competitors would appreciate it).  Also, putting the current score in your post would be helpful in keeping up with how far along each round is.  If you cast the last vote for a round (even if you send a picture to the Hall of Fame), you have to wait at least 30 mins. after casting the vote before posting a challenging picture.  If you do not wait, all votes are void and the round is halted until the 30 mins. have passed, giving other people an opportunity to post a picture.  If no one posts a challenge, then your picture goes through and the round starts over again, 0 votes to 0 votes.

Pictures
Obviously, they have to be from SimCity 4.  Just to make it simple, pictures can't be larger than 1024 x 760 px. in size, although recommended size is 800 x 600 px. or smaller.  It is also recommended that all pictures be in JPEG (.jpg) format.  Animations are legal, as long as they aren't too big (either physically or in file size).  Photoshopping can be used to enhance the clarity of a picture or give it focus, but don't over-do it, you know?  For example:

Just use your best judgment.  And don't post up pictures in the middle of voting, because that would just be confusing.

Conduct
Please, please, please keep things civil in here!  This is a competition, so there will be winners and losers, but please win or lose gracefully.  Don't flame, don't try and contest the results, and don't insult people.  If you cause too much trouble in here, then your picture or vote won't count...do it too many times, and they'll never count again.  It's just supposed to be fun, so lets keep it that way!

I wonder if it is time to consider adjusting the rules slightly.  The 24 hour period no longer seems feasible due to the decreased activity of this site compared to 2007.  Many votes are now coming in after the 24 hour timeline, perhaps 48 hours would be better?
