average residents

i was wondering what the average amount of residents are for the smallest square is, currently i have 25,000. here is a pic to show how big the square is:

Hmm, nice little city you have there, but to increase res. size, maybe move the industry to a neighbouring tile, commercial as well? It'll give you more size Although you don't have to move the commercial, it'll just free up space for the sims to move in. I can't say that I actually play small tiles, except for industrial trash towns, I would use a medium tile next to it for residential and commercial...
