Dependencies are "Red" but the lot works ingame

I'm trying to use the dependencies scanner to clean up my plugins folder. However, it seems that the little icon is "red" if the program can't find a Building Exemplar - even though the building exemplar definitely exists (and the lot works ingame).

For example, I have BSC_CARCH_Daeleys_Laboratory.dat installed.

There are two lots included in the DAT, a 4x3 lot and a 5x3 lot. Both use the same building exemplar, IID AE4D07F1 (verified with the Reader) This exemplar is present in the DAT file.

The SC4Tool finds the exemplar for the first lot, but it can't find it for the second lot, thus showing a red icon and leading me to believe that there is a missing dependency.

Is there a way to resolve this?
